What the rule now requires
Under the DOJ's Title II web rule, web content and mobile apps of state and local government entities must conform to WCAG 2.1 Level AA. Public entities serving 50,000 or more must conform by April 26, 2027; smaller entities and special district governments have until April 26, 2028. That covers counties, cities, towns, school divisions, and special districts alike.
An entity that waits for a complaint loses control of the process: remediation happens on someone else's timeline, with legal cost stacked on top of the engineering cost it would have paid anyway. Fixing the site first means choosing the scope, the schedule, and the budget. (We engineer and document to the standard; how the rule applies to your specific entity is a question for counsel.)
Remediate or rebuild, decided honestly
The first step is always a documented audit: automated tooling, manual testing with a keyboard and screen readers, and a prioritized issue list mapped to the failing WCAG criteria. From there the path splits.
Sites with a contained set of issues get fixed-price remediation. Sites where the underlying CMS or template architecture makes per-issue fixes more expensive than starting over get a rebuild recommendation instead. We will tell you plainly which one applies, because billing for remediation that a template will keep un-doing helps no one.
What the remediation engagement includes
Remediation of the prioritized failures: semantic structure, keyboard navigation, focus indicators, form labels and error handling, color contrast, and alt text. Verification with the same assistive technology used in the audit, not just a re-run of the automated scanner.
The engagement closes with an Accessibility Conformance Report aligned to Section 508 / WCAG 2.1 AA, so your vendor file holds evidence of conformance rather than an invoice and a promise.

- What if our existing site fails an accessibility audit?
- We scope remediation work as a Custom engagement. The first step is a documented audit: we run automated tooling, manually test with assistive technology, and produce a prioritized issue list mapped to the failing WCAG criteria. From there, remediation is either a fixed-price scope (for sites with a contained set of issues) or a rebuild recommendation (for sites where the underlying CMS or template architecture makes per-issue remediation more expensive than rebuilding on Next.js). We'll tell you honestly which one applies.
- Do you deliver an Accessibility Conformance Report (ACR) or VPAT?
- Yes. For public-sector engagements and any client that requests it, we issue an Accessibility Conformance Report aligned with the ITI VPAT 2.5 template at project closeout. The ACR documents each WCAG 2.1 AA success criterion, our conformance level (Supports, Partially Supports, Does Not Support, Not Applicable), and remarks where remediation is planned or impossible. There is no additional cost for ACR/VPAT delivery on procurement engagements.
- What does WCAG 2.1 AA conformance actually mean for our site?
- WCAG 2.1 Level AA is the international standard for web accessibility maintained by the W3C. Conformance means the site meets 50 specific success criteria covering four principles: content must be perceivable (text alternatives, captions, sufficient color contrast), operable (full keyboard navigation, no seizure-triggering content), understandable (predictable layout, clear error messages), and robust (parses correctly across assistive technologies). In practice for a Mosaic Ridge build, that means semantic HTML, visible focus indicators on every interactive element, color contrast at or above 4.5:1 for body text, accessible form labels, and tested compatibility with NVDA and VoiceOver screen readers.
