The deadline your county already has
The DOJ's Title II web rule sets WCAG 2.1 Level AA as the standard for local government web content. Public entities serving 50,000 or more must conform by April 26, 2027; smaller entities and special district governments have until April 26, 2028. For most Virginia counties, that second date is the one on the calendar.

Both sit under the small purchase level most Virginia purchasing offices set, so they can typically move on a purchase order under your small purchase procedures rather than a competitive solicitation.
Larger scopes, multi-site platforms, and anything your policy routes to competition are available under RFP / RFQ, quoted separately.
